The proposed project will be designed and prepared between August 2024 and March 2025, with consideration by the ADB Board of Directors in Q3 2025. The project may include infrastructure components, provision of
furniture, equipment, learning materials, classroom resources, and vehicles, curriculum development, teacher training and IT support and systems development. The proposed project will be co-financed by the Global Partnership for Education. The consultant will undertake an economic analysis of the project covering the key areas outlined in ADB's Guidelines for the Economic Analysis of Projects (2017). This includes exploring all types of economic analysis to identify the method most appropriate to the project, e.g., cost-effectiveness
analysis, cost-benefit analysis, or other forms of economic assessments; conducting sensitivity and risk analysis on key variables; and conducting the distribution analysis, including calculation of the project's poverty impact ratio if applicable to gauge the project's overall economic net benefits. Quantifying project benefits may require the development and conduct of surveys with students, industry, civil society, and other key stakeholders. The consultant will also prepare the economic analysis linked document and related inputs to the Report and Recommendations of the President in ADB format as required.

Skills for Competitiveness Project (S4C)

The project is to enhance the skills and competitiveness of Cambodia's industrial sector labour force. It will develop human resources to work as skilled-workforce in four priority sectors, namely manufacturing, construction, electricity, and electronics. The project will help transform selected five technical training institutes (TTIs) into leading technical and vocational education and training (TVET) institutes in Cambodia, to produce high quality technicians in the priority sectors and to respond to changing technology and industry needs. The project will also strengthen the industry's roles and engagement in skills development, focusing on upskilling and reskilling of the existing workers. Partnership agreements will be forged with industry and TTIs to promote work-based learning (WBL) programs and expand the Skills Development Fund (SDF) as an innovative TVET financing mechanism.

a)Desk review of the reports on industrial needs assessment and industry sensing surveys of the industries in the catchment areas of the TTIs, and other relevant reports;
b) Based on the studies/surveys conducted in the project, conduct a rapid industrial needs verification survey of all the existing teachers teaching the new diploma programs, including those recruited on "contract basis" ,in all the TTs to reconfirm the education background, teaching experience and the industrial experience so as to categorize the teachers into the following categories:
(i) Those who have both adequate teaching and industrial experience;
(ii) Those who have adequate teaching experience but need industrial experience
(ji) Those who have adequate industrial experience but need teaching experience
(iv) Those who have neither teaching nor industrial experience.
c) Prepare a rapid industrial needs verification survey report, giving the exact status of teachers' teaching and industrial experience, the categorization of teachers as given above and include short and long terms recommendations on the way forward to address upgrading their pedagogical/andragogical and industrial skills;
d) Consult with Industries in the catchment areas with the help of CAMFEBA and participated by representatives of TTIs on reviewing the lessons learn and best practices already followed and how the industries can help the TTIs/ITC to cope with the shortage of teachers, especially those
with inadequate industrial experience;
e) Present to PMU, TTIs senior management, PIC, CAMFEBA and ITEES, the findings of the
industrial needs verification survey and the consultations with industries, along with short and long term recommendations on how best to cope with the shortage of teachers with adequate industrial experience and revise the report based on the feedback received;
f) Prepare a report outlining the policy framework, strategy and recommended action plan, including short-term and long-term measures, for recruitment of industry experts/trainers for the TTIs ni close coordination with PMU, TTIs, PIC, CAMFEBA, ITEES and relevant industries;
g) Present the policy framework, strategy and recommend action plan ot PMU, TTIs senior management and PIC, CAMFEBA and ITEES and revise the report based on the feedback
received;
h) Undertake further consultations with the stakeholders and submit the final report incorporating the policy framework, strategy and recommended action plan for recruitment of industry experts/trainers for the TTIs.

Objective and Purpose:
The lack of labor with adequate technical and vocational skills is a binding constraint to economic diversification in Azerbaijan. This is because of decade-long underinvestment in vocational education and training (VET). Given this, since 2016 the Government of Azerbaijan has prioritized the modernization of the country's VET system as part of the education sector development. This was first done through the adoption of the Strategic Roadmap on VET in December 2016 and most recently as part of Azerbaijan 2030: National Priorities for Socio-Economic Development approved in February 2021.

Improving infrastructure and strengthening human capital is a strategic pillar of the ADB's Country Partnership Strategy for Azerbaijan for 2019–2023. Specifically, this pillar emphasizes support for strengthening the role of TVET in the education sector.

ADB has initiated the preparation of Modernizing Vocational Education and Training for Economic Diversification Sector Development Program (SDP) comprising a policy-based loan to promote important reforms and a project loan to support the modernization of selected VET institutions supervised by MOED and SAVE. The preparation of SDP is done in close coordination with the Ministry of Education (MOED)and its State Agency for Vocational Education (SAVE).

The expected impact of the SDP is a modernization of Azerbaijan’s human capital as a driving force for accelerating sustainable, inclusive, private sector-led, and diversified economic growth. The expected outcome will be the improved responsiveness of the VET sector to the needs of the labor market and the 4IR. The outcome will be achieved through the implementation of policy measures and investments in three reform areas: (i) the financing of vocational education and training improved, (ii) the quality and relevance of vocational education and training strengthened, and (iii) the institutional framework of the vocational education and training sector strengthened.

Detailed Tasks and/or Expected Output:
(i) advising on measures to promote private sector involvement in the design and delivery of VET programs;
(ii) supporting the development of policy reforms on private sector participation of VET in the areas of accreditation, the introduction of vouchers, student loans, and private sector investment incentives in VET;
(iii) developing participation and incentive programs of the private sector to promote VET that integrate 4IR, green jobs, energy transition, and climate financing in its programs
(iv) assisting in the identification of priority economic sectors to be targeted by the program;
(v) assessing the environment and regulatory framework for PPPs in VET and identifying ways of improving and strengthening PPP opportunities in the VET sector;
(vi) developing suggestions on about three PPP projects in VET (for subsequent preparation of project concept and outline business cases); and
(vii) assisting in the preparation of all documents required for ADB processing, including the RRP and linked documents.

The Ministry of Education, Youth and Sport (MoEYS), Royal Government of Cambodia, will be the executing agency. The project will be aligned with key strategies and priorities defined in Cambodia's long-term blueprint for secondary education, 2020-2030, currently being prepared with MoEYS with ADB TA support. It will strengthen and expand science, technology, engineering and math education (STEM) at the upper secondary level through the provision of technology-supported, high quality teaching-learning environments. The project will expand high quality upper secondary schools adopting and integrating latest technologies in the teaching, learning, and assessment process, and with specialized STEM teachers. Partnerships with higher education institutions, private sector, industry, business and labor market on standards development, curriculum development, and teacher qualifications upgrading will be developed and expanded. Reforms to enhance adaptation to 21st century skills, knowledge, and values through innovations and enhanced linkages with higher education and technical and vocational education and training on STEM education, will also be an integral component of the project.

Detailed Tasks and/or Expected Output:

Working under the direction of ADB's Social Development Specialist (Gender) and in close collaboration with the Mission Leader, the specialist will:

(i) Review gender mainstreaming policies in the programs and in MoEYS and review the design and implementation of the gender action plans (GAPs) of the ADB-financed Upper Secondary Education Sector Development Project and Second Upper Secondary Education Sector Development Project.

(ii) Conduct a detailed gender analysis for the proposed project and prepare draft and final reports. To prepare the gender analysis, the specialist will:

a. Identify the socio-economic profile of the target population and disaggregate data by sex.
b. Assess the COVID-19 gender impacts.
c. Assess the project's potential gender-differentiated impacts and benefits across different social groups and identify the needs and opportunities available to them.
d. Assess the participation of girls and female teachers in STEM and analyze the existing mechanisms in STEM to enhance their participation
e. Collect sex-disaggregated baseline data for all possible gender indicators to be included in the project's design and monitoring framework (DMF) and the GAP. The data will be used to set gender targets and monitor the gender benefits and impacts of secondary education programs.
f. Identify government agencies and civil society groups that may support the project's GAP implementation and assess their institutional capacity that will be necessary to achieve the project 's expected gender outcome.

(iii) Based on the gender analysis develop a GAP that mirrors the DMF outputs and outcome. GAP includes specific and measurable targets, quotas, gender design features and quantifiable performance indicators to ensure women's participation and benefits. The GAP presents:

a. preparatory work undertaken to address gender issues in the project
b. quotas, targets, design features included in the project to address gender inclusion and facilitate women's involvement and/or ensure tangible benefits to women
c. mechanisms to ensure implementation of the gender design elements
d. gender monitoring and evaluation indicators

(iv) Prepare technical inputs to the Summary Poverty Reduction and Social Strategy linked document and to other project design documents including the RRP, the sector assessment, the project administration manual, the loan agreement and the formulation of the terms of reference for gender specialist support throughout the project implementation. With particular reference to coronavirus disease (COVID-19), any need for international and/or national travel shall be assessed by ADB and the Consultant using ADB's advice at the time of travel. (ii) Review other relevant economic analysis undertaken in similar education projects, including the ADB-supported First and Secondary Upper Secondary Education Sector Development Projects. Propose a sound methodology for estimating and comparing the economic benefits and costs of the proposed project. The identification of benefits may combine quantitative and qualitative analysis.
(iii) Collect the required data and conduct any necessary surveys and stakeholder interviews.
(iv) Prepare a comprehensive economic analysis in line with ADB's requirements.

recommend further refinement before JSI is expanded. The project will also need to identify three
(3) new regions/provinces where JSI will be expanded. The Consultants will employ the same
identification and selection criteria used in the initial pilot phase. The assignment will require two
cycles of the JSI Program - life skills training (LST) with Career Counselling, technical training,
internship, and job placement. Lastly, a knowledge product in the form of a monograph or
publishable article describing the process of implementing and institutionalizing JSI will be
completed.

The Government of Indonesia is improving labor market participation in line with its implementation of Sustainable Development Goals (SDGs). One in four youth are not in employment, education, or training (NEET). Young women are even more at risk, with 32% aged from 15 to 24 classified as NEET. Those categorized as NEET come from low-income families, and the job entry barriers they face often perpetuate cycles of poverty and inequality. The JobStart pilot aims to address this development challenge. In addition, current workers are unable to upgrade their skills on a regular basis. Most workers, mainly low-skilled, do not have access to work-based learning. In response, the government requested ADB to support a pilot workplace skills funding scheme that establishes enterprise networks. The technical assistance will pilot both the JobStart and the ELLN in Indonesia.

Integral gender and social inclusion approach alignment consultancy

The primary objective of the consultant is to conduct a comprehensive evaluation of project activities and to give recommendations on practical solutions for better alignment with the UN Gender Equality Strategy 2022-2025, published by the United Nations in 2022

(i) Conduct an assessment of acciona.org Philippines’ projects and its alignment to existing international and local frameworks and legislation on gender equality and social inclusion; (ii) Carry out stakeholder surveys, interviews, focus group discussions, and/or field visits to obtain feedback on gender responsiveness of project design and activities, challenges to

The Asian Development Bank (ADB) will support preparation of Lao PDR for Skills Enhancement for Inclusive and Green Economic Development Project for Workforce Skills Development Project. The transaction technical assistance (TA) project will support ADB and the government in the detailed formulation and preparation of a project suitable for ADB financing. It will support the technical, financial, economic, institutional, sector policy, safeguard dimensions, and preparation of gender and socioeconomic analysis, ensuring the project is aligned with the ADB country partnership strategy. It will provide capacity development and other support to ensure smooth project start-up.

The specialist's tasks will include the following, but not limited to (i) providing a summary assessment of gender and ethnic minority (indigenous people) issues in education (in particular in TVET) in Timor-Leste; (ii) collecting key sex-disaggregated and ethnic disaggregated baseline data to be monitored during the project implementation; (iii) identifying interventions to address challenges and constraints in the TVET system, including those aimed at reducing gender and ethnic gaps in TVET; and (iv) propose gender actions and targets for the project gender assessment and action plan (GAAP) and draft GAP; (v) if requires, conduct meaningful consultation with indigenous peoples and prepare an indigenous people's plan; (vi) if required, contributing to design of dormitories, workshops, and school kitchens to ensure that designs are gender and ethnic sensitive; (vii) contributing drafting social and poverty analysis, including a disaggregated analysis of social impacts and benefits of the proposed project, and a monitoring and evaluation framework; and (viii) identifying priority interventions and procedures to promote participation by and benefits to women, the poor, indigenous people, and other disadvantaged groups in the proposed project.

Objective and Purpose of the Assignment

The reform of the post-secondary sector in Papua New Guinea (PNG) through the Higher and Technical Education Reform Act 2019 will provide for a new governance and management framework for teacher training and Technical and Vocation Education Training (TVET) colleges with increased independence in management and leadership and closer partnerships with industry and business. The proposed project called Improved TVET for Employment with Department of Higher Education, Research, Science and Technology and to be potentially funded by the Asian Development Bank (ADB) will be aligned with the current sector reform priorities. It is envisaged to address the need to strengthen the building blocks for effective TVET institutions that will provide increased employment opportunities for PNG nationals. The following output areas are expected to be delivered: (i) TVET college governance and management strengthened; (ii) high quality TVET teacher training provided; (iii) curriculum for TVET demand-driven programs developed; (iv) gender-response TVET infrastructure and equipment established; and (v) national TVET governance and industry linkages developed.

A Transaction Technical Assistance called Preparing the Improved Technical and Vocational Education and Training for Employment with funding from ADB and Government of Australia’s Department of Foreign Affairs and Trade has been approved to support the preparation of the proposed project. A consulting firm has been engaged by ADB to prepare the project design and undertake necessary due diligence. Furthermore, a Climate Change Specialist will be engaged to provide necessary assistance and expertise in supporting the infrastructure design of the project particularly preparing guidelines for TVET facilities minimum standards and provide additional capacity building support in project management and procurement.
