Dr.  Richard DLC Gonzales is an accomplished global education professional with wide-ranging international operations and policy experience working at the country level Asia-Pacific, Middle East, and Africa, Asia, and global initiatives.  A strong track record in leading international teams and analytical work, setting strategic direction, program design, portfolio management, and managing complex education and social sector projects, especially in student learning assessment, monitoring, and evaluation. 

He is a licensed Psychometrician and certified assessment psychologist with extensive experience working with international and multi-lateral organizations in the low-, middle- and high-income countries. He completed a Ph.D. in Education, a major in Research, Evaluation and cognates in Psychology and Industrial Relations, a Master of Science in educational measurement and evaluation, a graduate diploma in cognitive psychology, and a certificate in Project Management from the University of California, Irvine. He is a former Associate Professor of Psychology and Education at De La Salle University, Manila, and Professorial Lecturer at UST Graduate School. 

Formerly, a Senior Education Specialist of the World Bank/IBRD Education Global Practice for the Middle East and North Africa Region. He manages projects in Indonesia, Cambodia, Mongolia, Micronesia, Kyrgyz Republic, Azerbaijan, Tajikistan, and the Philippines. Concurrently, Dr. Gonzales is a Staff Consultant of the Asian Development Bank and a Research Fellow of the South East Asian Ministers of Education Organization (SEAMEO).

Dr. Ernesto B. Villegas is an International social sector development specialist with more than ten years of experience across development projects in the thematic sectors such as Education, Capacity Building,  Rural Development,  and others. He has a proven track record and outstanding experiences in the inclusion of disadvantaged and vulnerable groups. Dr. Villegas has broad experience in project management, and undertaking social development and gender and analysis, gender mainstreaming, implementation and monitoring of Gender Action Plan(GAP), strengthening of Inclusive Education and Technical/Vocation Education;   environment and social safeguard,  community welfare, female education, and developing gender-specific requirements in project design, implementation and social-environmental safeguards of infrastructure projects. 

Dr. Villages worked in Bangladesh, Laos PDR, Tajikistan, and the Philippines and has extensive working experience with development partners, including Asian Development Bank, AusAid, Canadian International Development Agency (CIDA), World Bank, and other Philippine Government Agencies.  

He holds a doctorate in Sociology and a diploma course in Population and Development from the Institute of Social Studies, The Hague, The Netherlands.

Errol Neal F. Gonzales is a Medical Technologist by profession with a robust background and experience in in business and project management. As Director, he leads Inno-Change’s administrative and financial operations team to ensure agile and transparent processes. He was instrumental in Inno-Change’s certification of ISO 9001:2018. While ensuring efficient and effective management systems at Inno-Change, Mr. Gonzales is completing his medical studies.

Paolo T. Dichoso is a graduate of Business Administration, major in Financial Management. He is presently serving as a Senior Project Management Officer supporting ADB-funded projects. He is mainly responsible for sourcing experts in various fields, particularly in education.

Mr. Dichoso is currently handling the Indonesia Project JobStart Indonesia and the Mongolia Project Supporting the Implementation of Education Sector Medium-Term Development Plan.

Baltazar M. Regala was the former Senior Operations and Admin Officer. Now he is currently working with the Project Management Division as a Senior Project Management Officer.

Louise Mark Kit S. Geronimo is a graduate of Computer Engineering. He is presently a Knowledge Management Officer supporting the team with various tasks. He is mainly responsible for Social Media platforms, Document Control, and Data base Management.

Psyche Jenn P. Fernandez is a graduate of Foreign Service Major in Diplomacy. She is presently a Project Management Officer.

Dr. Max Walsh is an Australian national who has lived in the Philippines for 26 years. His career includes positions as Science/Math Senior master in schools; Teacher Educator and Associate Dean in academia, and full-time work in Development Assistance for the past 26 years with various aid agencies in SE Asia and the Pacific as well as Central and East Asia.

Ms. Luz Lopez Rodriguez is an accomplished international social development and gender specialist with more than two decades of experience in gender equality and social inclusion, human rights, participatory gender audit/ evaluation, participatory local governance, policy development, and program management.

She has broadly applied these as frameworks and tools for the thematic sectors of education, TVET, women’s and children’s rights monitoring and reporting, and program assessment. She has engaged national and local governments, national networks, and community-based civil society organizations including women NGOs, as partners in projects that were supported by local and international development organizations. She worked full-time with UN Women for 7 years in South East Asia and in Uganda. She later served as an intermittent consultant to UNDP, UN-Habitat, UNOPS, the ASEAN Commission on Women and Children, and international NGOs such as The Asia Foundation,  Save the Children, and Terre des Hommes. She has worked in countries such as Afghanistan, Cambodia, Georgia, Kyrgyz Republic,  Lao PDR, Maldives, Pakistan, Philippines and Uganda.

She completed her Bachelor’s (1978) and Master’s (1983) degree in Social Work at the University of the Philippines, Quezon City where she taught social work and gender studies for 17 years. She further earned her MA in Development Studies, majoring in Women and Development (1990) from the International Institute of Development Studies – Erasmus University in The Netherlands.

Dr. Manuel Morga is a seasoned senior public administration and governance reform and international development professional, economist,  finance, and budget management consultant, social development specialist, educationist, and human and institutional capacity development mentor, Dr. Morga is a competency and results-based technical systems expert in: public financial management including procurement,  human resource management and civil service administration, decentralization and local government planning and finance, sustainability performance, monitoring and evaluation, organizational reforms, capacity building and training, strategic planning, policy analysis, and change management, project management, development cooperation and program coordination, operational and delivery services at sectoral, central and local government levels, among others. His professional experiences along these transformative and people-centric technical contexts are solutions-driven using collaborative, adaptive, and stakeholders-ownership of social impact. Prominent craft in his professional practice demonstrates a weaving of social inclusivity geared towards human rights, equality, and dignity harmonized with integrity, transparency, accountability, and sustainability in specialized thematic areas in the public sector.

Dr. Manny Morga has over 40 years of combined international professional experience working with government authorities, donors, civil society groups, and other stakeholders,  as a team leader, key advisor, regional economic / finance and human resource program manager, lead consultant, and key expert of international development financing outfits including the World Bank, the EU, ADB, JBIC, AusAID, USAID, UNDP, among others, in volatile or post-conflict and developing economies in Africa, Central Asia, South and Southeast Asia and Central Europe. He has over ten years as a former Senior Officer with 28 years in the Department of Budget and Management (Philippines). His professional practice also allows him to share his expertise as an economics, public administration, and development studies professor in many Graduate Schools since 1977 in the Philippines. Dr. Morga has a  Doctor of Philosophy (Ph.D.) in Commerce, a Major in Management, and a Master of Arts in Public Administration degree.
